About Us and Our Mission

Citizens for Bay Schools is a dedicated coalition of community members, parents, educators, and local leaders who are passionate about maintaining excellence in our school district. Our mission is to advocate for the well-being and success of our students by supporting initiatives that promote safe, modern, and effective learning environments. 


We believe that every child deserves access to quality educational facilities that inspire creativity, critical thinking, optimal learning, and personal growth.
 

As a campaign committee, our aim is to raise awareness about the importance of a Permanent Improvement Levy among the residents and stakeholders of Bay Village. We believe this levy will provide the essential funding for crucial upgrades, maintenance, and technological advancements in our schools. Moreover, we have trust in the district's administration to be good stewards of tax-payer dollars. The district continues to demonstrate fiscal responsibility, and the district's Finance + Facilities for the Future plan is an example of that commitment.
 

We are committed to transparency, accountability, and open communication with the community. By fostering a strong partnership between the schools and the community, we aim to ensure that our children receive the best possible education and opportunities for their future.

 If approved, the new, no tax increase Permanent Improvement Levy will generate funds to pay for building improvements, technology, textbooks and transportation, with no increase in taxes for Bay Village residents.  


Since this is not an operating levy, no cuts will be made to school programs. However, inflation may cause postponed project costs to exceed available revenue, potentially leading to higher taxes if a future levy is needed. 


The Permanent Improvement Levy will be on the ballot for the May 6, 2025 election. 


This proactive plan secures the district's financial health and strengthens building assets. The Permanent Improvement Levy offers a unique opportunity for the district to pay off bonds early, saving $780,000 in interest, and redirects funds to an improvement account.


 The name "Permanent Improvement" just tells us what the levy is for. If residents vote to approve the levy, the district will use these funds to improve assets that last a long time, like buildings and equipment. The Ohio State Auditor maintains a list of eligible uses for levies of this type. 


Since 1975, all district operating levies have been ongoing, ensuring financial stability for facility maintenance. Bay Village Schools’ community-approved levies have been in place for over 50 years, maintaining facilities without increasing taxes. The district's financial accountability is reviewed with each levy proposal. Historically, new operating levies are proposed every 3.8 years, but the Finance + Facilities for the Future Plan aims to extend this to five or six years. 


Instead of letting the 2000 and 2012 bond issues end, Bay Village Schools can keep the tax rate the same and use this tax revenue for improvements and updates in the district's five school buildings. The combination of these bond issues into a Permanent Improvement Levy won't cost residents any extra money.  This simply redirects the revenue generated from the bond issues  - that resident taxpayers have been paying already - into a new fund that can be used for these facility improvements and renovations. 


Yes. The Finance + Facilities for the Future Plan will extend the lifespan of our elementary school and high school by nearly 30 years, and the Glenview Center for as many as 70 years. Additionally, for safety purposes, the plan includes dedicated resources to conduct a parking lot traffic study and possible parking lot update at Bay Middle School.
